Options:
1. Contact your seller.
2. Open an Item-Not-Received (INR) case on eBay (see last estimated arrival date for your purchase -- eBay gives you 30 days to make a claim).
3. If you paid with PayPal you can open an INR case for the 180 days (6 months) after date of purchase.
4. If you paid with credit card see what their rules and time limits are for making an INR claim.'
