Bought a Body control module cost me $141.00 , turned out I did not need it , I did not open , decided to return it , they say it cost $60.00 to send back for a refund of "get this" $76.00 I would end up with $16.00 and they get the part back, If that isn't a RIP OFF I don't know what to call it. Its is are hard lesson to learn , If it didn't take so long to receive the parts I would not have jumped the gun.

So there was nothing wrong with the delivery or with the item, you just changed your mind?
EBay and Paypal will refund you if you open a Dispute, but both will require you to return the item on your own dime with Confirmation of Delivery.
When you show in the Dispute that the seller has the item back, you will get your original payment back.

This is a case where you might consider re-selling the item on eBay (or elsewhere).
I don't know what a body control module is, but it sounds like yours is an unused brand new item in the original packaging so it would be fairly easy to list.
You could even copy your seller's description and perhaps "borrow" the photos as well.
That's a solution that would be fair to your seller and would minimize your loss as well.

Did you pay US$141 or the equivalent Cdn$141?
Is the seller offering a refund of US$76 or equivalent Cdn$ 76
How much was the shipping charge from the seller to you?
Does the listing read: 'buyer pays return shipping, 20% restocking fee may apply"
