Contact the Seller and ask for the date of shipping, service used and Delivery Confirmation number.
If the answers are unsatisfactory:
Go to Paypal and open an Item Not Received dispute. Enter the number of your PP payment to the "different account". You only have 45 days from payment so act immediately.
However, many sellers have multiples of the items they are selling. Unless this was a one of a kind item, like an original painting or a handmade quilt, your item may be on its way and a different one listed.
The red flag here is the request that you pay to a different PP account. However, PP's Buyer Protection is very strong.
