Maybe we will eventually get some answers from PayPal. Check this http://forums.ebay.ca/topic/Paypal/Questions-For-Paypal/600033206
To answer the original question "PayPal getting slower for Canadians ?", NO, except for the problem that affected some Canadian users last week, the ability to withdraw quickly has not changed in years.
Luckily, I was not one of those affected. My withdrawal of the 21st arrived on the 23rd as usual.
I have learned to always initiate my withdrawal before 5:00pm (the cut off time for their outgoing ACH batches).
We all know by now PayPal keeps a withdrawal as "pending" for about 24 hours as a protection measure bofore actually acting on the withdrawal request. It protects us and the system and I fully agree with the concept.
Once PayPal proceeds with the withdrawal (that's when the status is changed from "pending" to "completed" in your PayPal account, your money finds itself in the next batch being transferred by eBay's bankers.
If your money is withdrawn in US$ to your US bank account, it will typically be in your account the next morning for most major banks. I deal with TD-Banknorth (formerly TD-Waterhouse Bank) and my online account always reflects PayPal ACH deposits early in the morning (usually before 7:00am).
If the money is withdrawn in Cdn$ to your Canadian bank account, it takes a bit longer as the money needs to go from PayPal US banker to a Canadian banker for re-distribution to other Canadian banks and financial institutions. Eventually, the Canadian banks will assign the money into your account. I deal with BMO and always find confirmation the PayPal deposit has reached my account the following evening (usually after 6:00 pm).
I read some accounts by some sellers that it regularly takes five to seven days to get there. I just do not understand how it could happen. Initiate your withdrawal
before 5:00pm and check your bank account two days later (at night). The money should be there if you bank with one of Canada's Big Five.
