I've been having trouble with a recent purchase I made. I never received the item, at fault of the shipping company or a thief. I don't really know. The tracking page showed it was delivered, but it wasn't there when I came home. I thought ebay and paypal were going to be helpful with it, because I thought this wasn't something that happened much. Paypal has been continuously denying my claim that ebay told me to make to get my refund. I don't know what to do now. I tried calling ebay and paypal about this, and even had both customer representatives on the phone at the exact same time, so they could talk to each other, and I got nowhere. Both sides were confused and I am still out $700 and the item I tried to buy. I filed a police report a while ago already, but that's going nowhere. I tried talking to the shipping companies, and nobody wants to take the blame. The only company that has done anything so far is ebay, but I have tried emailing them again and I haven't gotten any responses. I randomly got this email a few weeks ago, and I was relieved because I thought this mess was finally over. But it didn't go anywhere. What else am I supposed to do at this point? It's frustrating and I feel really hopeless.

Your item was shipped through eBay’s Global Shipping Program which means you and your seller are fully protected in this unfortunate circumstance. You will be receiving a refund in full for this transaction, including shipping costs. The first step to get a refund is to have you open a case with PayPal stating that you have not received the items. Claims must be filed within 45 days of payment.
Please follow the steps below on how to file a PayPal “Item Not Received” claim:
1. Log in to your PayPal account.
2. Click on Resolution Centre near the top of the page.
3. Click Report a Problem.
4. Select Item dispute then click Continue.
5. Click Find transaction ID. A new window displays your transaction history.
6. Click the Transaction ID you want to dispute.
7. Click Continue then follow the onscreen instructions.
Once you file the claim PayPal will work with you and provide you any other steps to take to get the case resolved. PayPal will send you communications as to what those next steps might be. Once the case is resolved you will receive a refund for this transaction and the seller will not be held at fault. In other words, eBay will be issuing the refund through the PayPal case.

Unfortunately, if the tracking shows that it was delivered then PayPal will not be eager to refund you. Did someone steal it from you?
EDIT: This has happened before to you (I read the feedback you have left for sellers). You might want to consider installing a camera to see if someone is stealing your packages.

It's possible that ebay just sent you a form letter and didn't realize that the item showed as being delivered. If I were you, I would email one of the ebay.ca reps and see if he can help you. His email address is raphael@ebay.com

I am just saying this... I just ordered two items from the US and I am in Canada. Both items were delivered but were left at my door step all day (using the global shipping program... urgh...) and both time, they left the package on my door step which stays all day ouside in plain view of anybody that passes in the street...
Anybody could have stolen those boxes at anytime, it would have been marked as delivered (which is also true) but then we are left in the dust as we need to prove that we got the item stolen...

Use Canada Post's free parcel redirect, which lets you have the parcel redirected to a local post office/outlet where you can go pick it up and not worry about it getting stolen. But, it would also means NOT buying through GSP as you have no idea if GSP will using Canada Post for the final delivery stage.

but how can you NOT use the GSP when buying from a US seller ? Most of US sellers use the GSP...

Hmmm, that's a really good point, isn't it. I think with time ebay will continue to make in ever-more difficult to
weed out GSP items when we browse.
For now, though, the best we can do is learn to avoid them. When doing a Search, find Item Location at the left
of the page and try Canada Only. If you have to go to North America, be sure you are in List View (over on the
right) and when scrolling down do not even click on those listings which say in pale grey,
Customs services and international tracking provided
It's a GSP item and that is your cue to run, run as fast as you can. If you happen to see an item and you have simply
got to have it, -- ask the seller if she would consider taking the listing out of the GSP and shipping to you with
USPS First Class. You can even offer this link:

and explain that First Class parcels are tracked into Canada with Delivery Confirmation for American Sellers.
If the seller declines, well, thank her for her time and find someone more agreeable to deal with. It's your money, --
keep as much of it for yourself as you can. And that means not giving excesses to the American giant Pitney-Bowes
and its recalcitrant American adherents.
