I purchased a Galaxy note 2 phone on Ebay 6 months ago and it just got flagged as stolen. Bad IMEI.

I was in contact with the seller and his response was:

Since you are well past the deadline for mediation by eBay and Paypal, your best bet, if what you want is a refund is your credit card.

Paypal processes your credit card payment to the seller while protecting your financial information.

Good thing too, apparently.

Go to the 1-800 customer service number on the back of the card and ask about a chargeback. At a guess, the reason would be Not As Described, since the phone was purported to be the seller's to sell, but now you learn it is stolen. However, most cards don't have deadlines as long as six months, so act immediately.

 

You can add a Response to your feedback or to feedback left by the seller. While this will not affect his rating, it may help some future customer to make a decision about buying from what appears to be a fence.

The police generally does not get involved in commercial dispute.

However if the device is registered as stolen as remarked, the police may take interest in the fact it is stolen. I'd hazard to say on eBay there are criminals who steal devices en-masse and place them up for sale (to which there's no mechanisms for eBay to verify if someone actually owns the device they're selling, so it'd be out of their hands), this device could be a part of such a sale. Appealing to police on criminal grounds (you ended up with stolen property) is the angle that should be approached, not appealing based on the fact you got gypped in a caveat emptor sale.

 

To the OP:

I'd contact police at the very minimum and see what they have to say, have all documentation of the sale on hand and be prepared to provide it to them. Be sure to remark about the device being stolen property first and foremost.

If you do go to the police, get a case number. It may be helpful in your attempt to be reimbursed.

Can I email Paypal to see how they are doing with their investigation of the Note 2 I purchased?

I have not received an answer from them in 2 weeks now.

Shouldn't they let me know what is going on?

I'd be amazed if anything was going on. I'd be triple amazed if they told you, the  usual excuse is customer confidetiality.
