Purchaser says she is unable to use PayPal because it says item can't be shipped to her address. However, I am able to create a shipping label showing postage rates etc so I don't know why there is a problem. I have offered to send an invoice so she can pay, but wonder if there will be a shipping issue? I don't want the item to get lost if it can't get to her.

I am not no expert, the only thing I can come up with if the country has a ban on the type of wood , glue, or paint, but I see no reason for not shipping to them.
If the buyer is having PP (PayPal) problems it is the buyer problem to resolve it.
Try to work with the buyer to resolve.
If unable then you need to file a UPI (Unpaid Item) dispute to recover your FVF (Final Value Fees) from ebay.

Be careful. The claim that a Paypal account cannot be used is often a red flag for a scam.
Tell your buyer that you will wait x days for her to resolve the problem and pay, and then you will send her a Mutual Cancellation.
Be aware that MCs are for amicable ending of transactions and that both parties can leave feedback. Also if the MC is refused, you will not get your fees back and you cannot start a Dispute.
