They said during the online seminar that any seller artificially padding their feedback, percentage and/or DSR's is in violation. They called it a very serious offence. It is grounds for immediate suspension.

Actually it doesn't matter when they leave the feedback. Multiple feedbacks from the same user will count if the ITEMS are purchased (not paid for) in separate weeks.
A "week" is either Sunday to Saturday or Monday to Sunday (don't remember which).
Apparently this will be retroactive for your overall Feedback score, don't recall if it's retroactive for dsr's as well.
Don't know what my actual number will be but I expect I'll be a shooting star the day they implement this, side effect it should raise my rating from 99.8 to 99.9 and maybe even 100%, a bit hard to tell because the score will also be based only on the previous 12 months.

I would assume it is retroactive for the DSRs because of how they tie them together and when a neg/neutral is deleted so will be any DSRs left. But I wonder if when they go back and assess multiple feedbacks from repeat purchasers over the years what about when there was no such thing as DSR's? How will that affect the DSR rating?

Not all buyers who leave feedback now leave dsr ratings so I don't think it will matter.
The dsr calculations is total rating points divided by the number of ratings left, factoring old repeats into your feedback score doesn't impact dsr numbers any more than current pos/neg/neut's do if the dsr's are not rated.
