I am the buyer. Bought a cellphone (new) turned out to be dead. Have a good relationship will seller. Sent phone back, refund posted to Paypal. I get an email from Ebay saying I have to approve the cancellation for the transaction.

However it says do not cancel till you have received refund. Well the refund is posted to Paypal but says it will not clear till the 28th.

Meanwhile Ebay is saying if I do not respond on cancellation the seller can cancel the transaction on the 27th

The seller can't cancel the cancellation but they can close it on the 27th. Since your refund has already been started, it really doesn't matter if the seller closes it first or if you close it (agree to it) after you receive your refund.

Your seller must be refunding you with an echeque?
