I am having trouble with a seller. They claim that Paypal will not allow them to give a refund because I have a case open. Has anyone else ever had difficulty refunding money under this circumstance? I don't believe them. They have been pushing me to close the case before ever receiving a refund or replacement. They keep telling me that they are an honest seller etc. etc.
What is the procedure for giving a refund, when a case is open? Is it a difficult process? It seems doubtful to me that paypal would not allow them to do this when the whole point of opening a case is to resolve it either by refund, reimbursement or mutual agreement on some other solution.....

DO NOT CLOSE. Once a case is opened , PP gives seller a fixed amount of time to refund and can certainly do so.If no refund is issued by seller , PP will reimburse your payment.
If you closed , cannot be reopened and that honest seller can thumb his nose at you.

PS .. once the point is reached that a claim must be filed there is nothing to be gained by continuing communication with seller. Stop responding.

Actually, stop talking at all and move your dispute up to a claim.
Paypal will reimburse you and go after him for the money.
In addition, he will have restrictions on his ability to list and to sell.
And you can leave feedback. And Detailed Seller Ratings. The lowest Rating is ONE. Leaving no Rating is a free pass.
The most effective feedback is calm and factual. Do not mention the dispute, because that allows the FB to be pulled.
He could end the dispute by refunding you. Which takes about three clicks and entering the amount of the refund. There would be no restriction on his account if he did that. You could still leave feedback which I don't think need be positive if he has been nagging you.
