Seller from far off country never sent item, is there a way besides Feedback and Open a Case to report this

The price I paid was small so I did not make a stink about it other than making one inquiry to the seller just before Feedback period ended ( which I did not use ). He did offer to refund the price, stating that should the package finally arrive, then I would repay him. I ignored this option to take him at his word ( which in retrospect counted for nothing )
.
The reason I believe this was a scam was because just after I had paid the seller sent a form letter stating the product would be delayed as it was being processed through another party, conveniently insuring its ''delivery'' about the time when the feedback and open case period ended. I suspect this was a stalling tactic.
Is there another possibility to report this

Why didn't you take the refund? Have you passed the deadline to file an item not received claim (45 days)? If not, file your claim. If yes, and you funded your paypal payment with a credit card, contact the cc company to see if you have any recourse with them.
