Seller had shipped item with a cheaper service that what I originally paid for. Seller refuses to refund difference. What can I do?

The seller had shipped item with a cheaper service. I had agreed and paid to having the item shipped for $26.99 with USPS Priority Mail International. When I received the tracking number and the package, I found out that it was sent with USPS First Class International Mail priced at $9.15 (postage sticker with price on the box). I have attempted to contact the seller by eBay's messaging system but there was no response. Paypal automatically closed my dispute saying there was nothing fraudulent about the transaction. The difference is $17.34. What can I do?

Hi dwa.. Ebay will not assist with minor seller disputes however they are all about performance standards..

Leave a low shipping star with your feedback. A smart seller will make  adjustments to avoid that type of issue arising.

The Detailed Seller Ratings are more important than feedback, although calm factual and appropriate feedback can also be left.

The lowest Rating is ONE Star. No stars is a free pass for the seller.

A normal transaction would get Five Stars because when Ratings drop below 4.3 the seller's account may be restricted.

This seller seems to have done poorly on Shipping Cost and Communication.

BTW, Priority Mail International is of benefit to the seller, not to the buyer, since it offers Delivery Confirmation which the service he used does not. It is not faster.

The buyer is protected against non-delivery by Paypal. The seller is protected against false claims of non-delivery by Delivery Confirmation.
