Go to the Resolution Centre at the bottom of this page and open an Item Not Received dispute.
The first suggestion is to contact the seller but you can't do that, since he is Not A Registered User (NARU).
Escalate to a Claim.
In the Claim say that the seller is NARU , this usually speeds things up.
If the seller cannot prove delivery (not shipping, delivery) eBay will refund you and go after him for their money. And eBay does have his financial information on file.
BUT.
EBay won't start the Claim until Nov. 21 (last estimated day of delivery). In all fairness, some sellers go NARU for reasons other than scamming. Have a credit card on file which expires, leaving eBay fees unpaid is the classic one.
This is however unusual.
Assume the purchase will never arrive.
Mark Nov. 22 on your calendar and open the Dispute promptly.
Find another seller. EBay has thousands of sellers and millions of items available.
And read the seller's feedback before bidding. Not just the numbers, the actual problems reported by earlier buyers.
