Why is shipping cost so crazy, the part I do not understand, two very similar items, the lower having a higher shipping cost? I don;t want hear politics I want to know why the inconsistent price..I.e. a sticker does not cost $3 + to ship
I am not going say that I have not bid on 25 items because of this, however there have been a few,

Do you mean similar items from two different sellers? Two different listings?
Where are the sellers located?
Are they both using the same shipping method?
Sellers are free to chose whatever method of shipping they want and charge accordingly.
For example, I sell postage stamps. When mailing to the USA I could decide to send an envelope letterpost (cost $1.10) or by registered mail ($15.00). As long as the listing clearly shows what the cost may be, it is for the buyer to decide to buy or not to buy.

I rarely use e-bay since the additional of import costs and mandatory tracking was added for users in Canada. Now, it is often cheaper to go to walmart and buy the item or take the 5 hour drive to the US and purchase it (if I am staying for a couple of days) and I will not have to pay duty.
I am not a fan of the new policy and I never had any issues in the past. Some items cost more in duty and import now than they are actually worth - has the tariff classification been looked at closely to ensure it is regulated?

The Global Shipping Program (GSP) is not mandatory. It is available to US sellers. Some use it, some do not. Each listing indicates the amount of "import charges" payable when the seller uses the program. If no "import charges" are shown, then the seller is not using GSP.
For most relatively small transactions (under $100), it does not make sense for Canadian buyers to buy from American sellers using the program. Even the staff at eBay.ca agrees.
I do not know if the question asked by the original poster was related to GSP or only "shipping cost" as indicated.

It's not mandatory.
It does not apply only to Canadians. Sellers who opt into the program are also using it for overseas customers.
