I send all items to Canadian and US Customers tracked and insured at a flat rate of $15
For UK and Australian customers the tracked and insured rates for the same service are usurious at approx $70 and $60.
So---I have been offering to ship to UK and Australia for $10 using CanadaPost small packages air which is of course untracked and uninsured.
So Australian and UK can use small packages or upgrade to full tracked and insured--their choice.
This is all stated plainly in all my listings.
Question.
Should a customer not choose the upgraded shipping offered and I ship Small packets air--who is responsible in case of loss?
They HAVE been told about their choices in each listing quite clearly.

Shipping via Small Packet you would be responsible for any loss however you are insured for a hundred. You can also pay a reasonable amout for extra insurance.
Should a buyer file an INR you would lose the case without proof of tracking.

Incorrect.
you cannot buy more than $100 insurance for shipping by CanadaPost Small Packets.

Correct for Canada Post insurance.
However, additional insurance can be purchased for Small Packet from third party insures like shipsurance for about $2 per hundred up to $1000 total value.

It is your responsibility to get the product to the customer so it is in your best interest to protect yourself. By the way, it is against ebay's rules to write in your listings that if the buyer wants insurance they have to pay extra...after all, the insurance protects you, not the buyer. You can include the price of insurance in your shipping price though.
That is correct that you can't buy extra insurance for a small packet parcel through Canada Post, however you can buy insurance through a 3rd party company such as Shipsurance.
Your listings say that you send items by expedited to the U.S. Whenever an item + shipping is more than $250, paypal requires an online signature. Your items seem to all be above that so if someone claims that they didn't receive the item paypal will only rule in your favour if someone signed for the package and it is viewable online. In the case of the U.S., you would need to use xpresspost as expedited doesn't have a signature option. (A signature is ncluded with xpresspost USA)
Xpresspost in other countries doesn't always come with a signature and as you know the price is extremely high so if you want to ship overseas, it might be best to continue to use small packet and buy extra insurance from a 3rd party insurance company.

My mistake. Should have added shipinsurance.
With the thousands of items i have shipped, even i know you cannot add extra insurance with Small Packet.

It is useful to remember that Paypal is not the end of the story when a transaction goes badly.
PP demands proof of delivery, Delivery Confirmation for transactions under $250 and Signature Confirmation for transactions over that amount.
If things go awry, work out the problem with the customer if at all possible. Then refund and go to Canada Post (or other insurer) for your coverage.
If PP gets involved, the Disputes go on your record. This can be Bad News.
If the buyer is unhappy he can leave not only poor feedback, but trashed Detailed Seller Ratings, which will last for the next 12 months.
