Absolitely no rhyme no reason to Mail Delivery
Last week mailed a Oversized letter to Guelph from Peterborough on Monday. Person contacted us the next day Tuesday before lunch thanking us for the fast shipping
January 18 sent an oversized letter to Toronto from Peterborough. Person contacted me last night (March 12) asking if I had mailed the items. I immediately refunded her the full payment then contacted her Got a response thanking me for the refund they were not expecting me to do so and did not expect it
Never good to lose items but this one was that very special to her. Her Dad died the month before He owned a business in their home town The items I sent were Post Cards of his business. She has never seen cards of his business
Doubt the cards I sent will arrive or be returned due to the length of time but I'm going to contact some other Dealers I know who have a large inventory and see if they have them or similar in stock. If so I'm going to get them and send them to her

Call Canada Post with the toll free number or online to file a claim for a refund for the late delivery as the on-time guarnatee for Canada is 1-7 business days and you are way pass those days. Go for it.

Is there a guarantee for expedited? If so I will call and pass along any refund to my very patient buyer. I would also have to figure out how to document what I paid. I fill out a manual expedited form and use postage stamps to send the parcel. The post office here rubber stamps the copy of expedited form but there is no documentation indicating what I actually paid to ship it. I only know from my records. I use postage stamps as I deal in stamps and always have excess stamps to use up and I get them below face.

Yes, expedited does have a time guarantee for within Canada.I'm not sure what the time would be in your case but I'm positive that is was less than 39 days. lol
As far as proof of how much you paid, I'm not positive, but I don't think that will be necessary. You have the tracking number so that should be proof that you paid for expedited..

I do mine online. Log into your Canada Post account (get one if you do not) and go this this page (top menu): Support/Create a Service Ticket.
On the new page, the second option in the Tracking section is: Delivered late (refund).Click on it. There is a link at the bottom of that page called: request a postage refund online now. They will ask a few questions then you will have the actual Ticket Detail page to fill up. You will receive an email to confirm the ticket and then another one to confirm that the check is on it's way.
You can also use this link: http://www.canadapost.ca/business/tools/ds/bus/bin/dsbus_ultrawide-e.shtm to verify the delivery standards for your parcel.
For me I got a lot of late delivery last October and November. But the situation changed and I did not get any late delivery since early January. I ship between 15 and 20 parcels (expedited or xpresspost) per week and I follow each of them. I love the iPhone for that!
