I tried to re-list, but eBay won't let me.

Have you tried using Sell Similar instead of re-list?

Also go to the Resolution Centre at the bottom of this page and open an Unpaid Item Dispute. If you can add text, say that the buyer is Not A Registered User. (NARU).

That should both get your selling fees (FVF) back and allow you to relist, but you may need a few days for the Dispute to close.
