Stamps listed with no gum - do they come from CPost that way?

I see stamps listed for postage with no gum. How do they get that way? These are not stamps that are removed from letters. Do they come from Canada Post like that?

The used but uncancelled stamps were soaked off envelopes.

 

These stamps SHOULD NOT be used on the mail again. 

 

They have been used already but went through the postal system without being cancelled. Current regulations forbid re-using stamps for postage.
