What was the problem? We may be able to give you useful advice. But you should start by deleting this post because we are not allowed to call out other members by name.
You can give the transaction number which is actually more useful.
If the seller did not ship, you can file an ItemNot Recieved dispute.
If the item was Not as Described, that is the name of the dispute to file.
If the seller demanded payment by money order or in cash, you can Report him to eBay, but they cannot get your money back.
If the seller demanded more money for shipping than he advertised, you can Report him to eBay and he must either ship for the advertised amount or refund you.
If you returned an item to the seller but did not use Delivery Confirmation (which can be expensive) you shot yourself in the foot.
If the seller promised a replacement rather than a refund, you shot yourself in the foot by agreeing.

Yeh, I just had a really unpleasant interaction with a seller (despite him being really highly rated). He implied I was a liar and directly called me a terrorist (really? after France?) for asking for a refund. Oh yeah, he also threatened to sue me if I provided negative feedback or opened a dispute with eBay. He sent me one thing, it didn't work. He replaced it with another. It didn't work. I ended up buying working product from somewhere else so I didn't want to bother getting another item from him that had a high chance of having the same problem. The problem was, although being within his stated warranty period, I didn't ask for a refund until recently.
This experience has soured me immensely on eBay. I barely used it anyways. I prefer to get items locally where I can see the item or buy from a reputable online seller with easy returns.
Ah well. Fortunately it was only $50 US.

This is usually a good sign that you should open a dispute.
And in my opinion, it is never a good idea to accept a replacement. There is no reason to believe it will be any better than the original.
EBay tries to make sellers give unhappy buyers a return shipping label for unwanted purchases. Unfortunately this is not possible unless both members are in the same country. A certain amount of trust is needed.
Beyond the 'terrorist' namecalling, threats of lawsuits are made by nutjobs who have no idea of how the legal system works. And again, different countries.
Some mothers do have 'em.
