Did you return the items with tracking/confirmation of delivery?
Paypal will not refund you without proof that the seller has his item back.
If you have proof of DELIVERY (not shipping- delivery) phone PP and appeal the closing. If the seller did not refund you, PP can and then go after the seller for their money.
If that doesn't work, go to the credit card you back your PP account with. (PP is just a useful mediator.) Phone the 1-800 customer service number, with all your paperwork handy, and ask the clerk about a chargeback.
Cards have longer deadlines than PP, but they do have deadlines so act promptly on this.
Some cards will accept proof of shipping instead of proof of delivery.
You have 60 days to leave feedback. The most effective feedback is calm and factual. Do not mention the Dispute or your fb can be pulled. "Returned 1/1/15. Not refunded." for example.
At the same time, you will be asked to leave the much more important Detailed Seller Ratings. A normal transaction gets 5 stars. If a seller's DSRs drop below 4.3 his ability to list and sell is greatly restricted. The lowest Rating is ONE STAR. No stars is a free pass.
