Start by posting the listing number so we can see what you might have missed. It is not unusual for buyers to think they are paying the domestic shipping when they bid only to learn later that they will be charged the international shipping rate.
Not saying this is the case , but....
You can ask the seller for a Mutual Cancellation. This ends the transaction in a friendly manner, he gets his selling fee back and both can leave feedback.
Or, you can not pay and allow him to open an Unpaid Item Dispute. This releases both from the transaction, he gets his selling fees back, the customer gets an UID Strike, which makes it harder to bid* on eBay in future, and neither can leave feedback.
*Many if not most sellers have an automatic Block against bidders with UID Strikes.

This is the item: 190780909004
It says $78 and Ships to: United States
Did you get the seller's permission to bid on the item? Did you get a shipping quote to Canada before you bid on the item? Are you aware that there may be some rules about importing redwood to Canada? (I do not know if there is but that is a possibility).
I'm surprised the seller hasn't file an unpaid item dispute against you yet.

By the way, I sure hope you do not plan to leave the seller negative feedback or low stars because of the shipping. When you bid without getting a shipping quote, you're at the seller's mercy.

I sent the seller a US shipping address and asked him to send me an invoice with shipping charges included. Thats when I got a bill for $510.00 instead of what I expected at $238.00. When I emailed to ask why so much for shipping charges, there was no response. I still have not heard back from seller.
