OTTAWA — As the year ends, Justice Minister Peter MacKay is strongly hinting that steps to modernize Canada's marijuana laws might be just around the corner.
Fining pot smokers for possession of small amounts is one policy the government will likely consider.
"That doesn't mean decriminalizing or legalizing, but it does mean giving police options, for example, to issue fines in addition to any other sanctions, or as a substitute for other sanctions," MacKay told QMI Agency. "These are things that we are willing to look at in the new year, but there's been no decision taken."
This is the first time the Conservatives have mentioned the idea since Prime Minister Stephen Harper said the feds were looking "very carefully" at it in August.
The Canadian Association of Chiefs of Police says fining pot smokers may be just the ticket to give officers an option other than ignoring law-breakers or criminally charging them, setting up a long, expensive legal process.

Stephen, tsk, tsk, tsk, what are we to do with our little Prime Minister? Frankly it's a pleasure to sit back and watch him prove all that has been said about him. Here he was the 'born again' rabid hater of marijuana and suddenly he has softened. Now why could that be? Are we a little worried about our vote count the next election Stevie? I've always disliked Harper, that's not a news bulletin to anyone, but, equally I always knew that he was a complete and total narcissist, only out for himself since he crawled out of Imperial Oil and in ultimate fear of having to return to its the mail room. Now he has proven that as well, in spades. Trudeau, the man of the hour, the man who will not be shaken by Conservative attacks, the man of a new generation, is worrying Stevie and his future. That's not to say I am supporting Trudeau, he still has a lot of things to say to prove to me that he is the best choice, but in the meantime it's a pleasure to watch Harper squirm and bend his dictatorial ego to coax in as many votes as he can get. Do you honestly think Stevie that people can't see through this desperate façade you are now evolving as the next election rises slowly above the mountain peak? Playing piano and destroying Beatles songs didn't quite cut it, did it. People have good memories and they have had their cups overflow with your lies and your manipulations and, well there is that little Senate problem. You may, I say may, manage to survive with possibly a minority government but not much more, but if Trudeau starts hitting home runs closer to the election............, you're done and will be known only in the annals of Canadian history as the PM who needed a personal dresser.

What with the Libs trying to gain a foothold and the NDP trying to hold on to what they already have the vote will be split so that a majority Conservative government is a given. Add to that a balanced budget and a vastly improved economy (US economy drag) and the hand writing is on your wall. Libs and NDPers should be worried!

The budget was well balanced before Harper came into power. It has been deficits after deficits ever since.
And how will they "balance" the budget? By hiding one billion dollar in Canada Post pension liability that would otherwise have to be disclosed in the books. You call that "balancing"? I call that "playing with the books" to buy votes, just like Rob Ford in Toronto, also a conservative, is trying to convince the folks in Toronto he saved them a billion dollars from the "gravy train". And yes, some folks buy it.

BUT BUT BUT BUT.................... you have said 1 MILLION times that Canada Post is NOT subsidized by the TAXPAYER's ------is this a LIBERAL flip flop???
I guess it's only OK when the LIBERAL"S used the EI fund to "balance" the books--hahahahah what a joke!

Do not blame me: the conservative government is changing the rules. They will allow CP to ignore one billion dollar in pension plan liability.
While Canada Post is not currently subsidized by the government, that billion dollar would be a liability of the government.
