I'm assuming you're quoting a blurb from the largely discredited Canadian Taxpayers' Federation.
It's not very well written.
First of all, how does the opposition of two provinces make this a "terrible" idea?
Secondly. it ignores the fact that three provinces either have carbon taxes in place or are working on getting them in place. In British Columbia, the carbon tax is revenue neutral, and there's no reason to doubt that finance ministries in other provinces can sharpen their pencils and do likewise if they don't want Ottawa to "imose" a carbon tax for them.
More scaremongering from an organisation that doesn't represent my interests, despite its claims.

Don't call it a carbon tax, that was just a Justin slip of tongue in Question Period yesterday. It is politically correct to call it carbon pricing which is what he meant to say. Either way when a government takes money out of your pocket for anything, it's a tax.

And taxes are necessary for the functioning of the country.
