How is this possible or allowed from Ebay? A buyer agrees to buy an item, and in my case 11. They don't pay and I file an unpaid item dispute. Nothing happens except my items didn't sell because I was waiting for this guy to pay. How is this following the commit to buy? I cant leave feedback as being negative! This is not right!

eBay will record unpaid Item on buyers account.
Excessive unpaid items on a buyer's account may result in range of action, including limits on buying and selling privileges or suspension of the account
Unpaid item policy

While sellers can leave a positive Feedback rating and a comment for buyers, they can't leave negative or neutral Feedback. Negative feedback discourages buyers from future transactions and can lead to lower sales. In addition, there are more effective ways for sellers to deal with issues with buyers. For example, if a buyer hasn't paid, you can open an unpaid item case in the Resolution Center. You can also block a buyerfrom purchasing items you've listed.

This is not right!
Cui Bono?
Most sellers never see feedback before an item sells. This is because most sellers, and most listings, use Fixed Price.
The people who see feedback are your future customers. Think about that for a while.
Your deadbeat gets somewhere between one and eleven Strikes for Unpaid Items. Many, perhaps most, sellers have automatic Blocks in place against bidders who have Strikes. These sellers never see those blocked bids (unless they go looking-- it can be a surprise). The deadbeat finds it difficult to bid and may abandon eBay or if he gets "too many' Strikes may be banned from the site.
Feedback is words. Strikes are action.

Buyers haven't been able to get negative feedback for several years now.
Unpaid item strikes work when sellers set their buyer requirements in My Ebay, Account, Site Preferences to block bidders with 2 or more unpaid item strikes in the past 12 months. Below is a thread from a deadbeat who discovered the consequences of not paying and getting strikes:
"That does not make sense"
You're on ebay. You should expect things to make sense. I found that out a long time ago.
I hope you're filing the unpaid item disputes 4 days after end of sale and closing them 4 days later. I don't want your item to be held hostage for longer than necessary. Make sure you add all non payers to your blocked bidders list.
