Go to the Resolution Centre (site map bottom of this page-> right hand column near the bottom)
Open an Unpaid Item Dispute on Day Four. Close it four days later.
You get your fees back. She gets a Strike that will make it more difficult to buy on eBay in future. She will be unable to leave feedback or Detailed Seller Ratings.
Go to your Seller Preferences and add a Block against bidders who have Unpaid Item strikes.
Add the deadbeat to your Blocked Bidder List.
And don't post in all CAPS! It is considered to be shouting and very rude.

Dont bother arguing with the buyer, if you have clearly labelled the conditions of sale, including shipping fees, then they agreed to it when they bid and won your item.
I usually ask for payment in 3 days, as soon as the 72 hours are up, I send a message politely asking for payment, and at 96 hours, I open an unpaid item case. The case can be closed after another 4 days, which results in a refund of listing fees, and an unpaid item strike for the buyer
In addition to the unpaid item case, I would also "report the buyer" for "making outrageous demands".
