I think you made a PURCHASE ('buy' is a verb not a noun).
The seller refunded your payment.
He posted that the refund was DUE (not 'do' another verb) to shipping.
Perhaps he does not ship to Canada. Did you confirm that he does ship here before bidding?
Perhaps you paid before he posted the shipping price. Sloppy on his part, but normally there will be a note that you should not pay until shipping has been added to the total.
In either case, you may get the real cost of shipping later.
If he does not ship to Canada, he may not communicate at all.
