What recourse is there if a seller will not accept returns and the goods are defective?

I see that many vendors state that they will not accept returns.  Does that mean that vendors could be selling defective goods without any recourse?  What happens if I buy something that is defective and the vendor will not accept a return?  Can I get my money back?

It don't matter what a seller says in his/her listing about no returns.

 

If the item is defective then file a claim with paypal within 45 days

for Item not as described.

 

Remember, it is your money so don't let the seller drag the complaint past day 43 without you filing a claim.

 

You may have to return the item to the seller with delivery confirmation at your own cost.

 

Some sellers will pay for the return but they are not required to according to paypals policies.

 

Some sellers will accept pictures of the damaged item and just tell you to chuck it.
