What to do if an eCheck from PayPal fails and no word from the buyer?

I'm a new seller. One of my items was paid for with an eCheck from PayPal that did not clear and the transaction was cancelled by PayPal. What should I do now to avoid a possible negative feedback from the non paying buyer and recover my fees?

I've never been sure about this but see if eBay will allow you to open an unpaid item dispute...

If so , close after 4 days , fees are credited and buyer cannot leave feedback or if the do , ebay will remove.
