In my experience it takes about 10 to 15 days for a delivery from Europe.
It takes about 15 to 20 days for delivery from North America
It takes about 30 days for delivery from Asia.
If you seller is not helpful, with a date of shipping, service used and tracking number, and 30 days have passed open an Item Not Received dispute.
The seller then must either prove delivery or refund. If she does neither, Paypal will refund you and go after the seller for their money. There will be other fallout for the seller.
It doesn't matter if the seller is in Asia. The item should still have arrived before the 45 day deadline.
If the seller says she will send another, tell her you want your money back and if it hasn't arrived within a few days (actual refunding takes seconds), escalate the dispute and get PP to refund you. There will never be a replacement and there probably never was a first shipment.
