If you are talking about the standard 50 free for non-store or the free listings for a store -- only the basic listing is free, additional charges are still in effect (1 day and 3 day listings, listing the item in more than 1 category, bold, subtitles, etc all have extra fees added).
If you are talking about the "free" offers you have to read the details.
- 10000 free listings offer: must be accepted (it's not automatic), for 30 day BIN, in C$ only, expires July 19
- extra 20% off offer: must be accepted (it's not automatic), applies to items that sell, does not apply to listing fees (I did not get it, so I'm sure there are other restrictions that I haven't mentioned).
