Why are sellers of coins and papermoney being allowed to charge fees under global shipping program

The rules of the global shipping program list ineligible items and coins/paper money are on this list, why are sellers of these goods allowed to charge the fees?

I tried the" report this item" and there is nothing which allows a complaint, further to this these fees could represent thousands of dollars and begs the question where is this money going? Perhaps it's becoming an additional revenue stream, I don't know that for certain but neither do I know it isn't true. I suggest anyone who hasn't looked check to see if the item being sold to you is eligible.

What sort of fees?

I've been told that coins (or at least bullion) are not dutiable, but they may be subject to sales tax. And the fee for service has nothing to do with what the item is, it is for the service of brokerage through customs and shipping forward from KY, USA to Canada.

 

I would think that a coin that sells above its face value should be dutiable, but .....
