Why can't i get any response from the seller?

Hi! I bought an item on Nov.7th from seller and also paid for it that day through paypal. The shipping date was between Nov.18th-24th and i haven't receive anything yet. I've sent many messages to the seller and never got any response from them. I want to find out if there's a problem with my item or can i get my tracking number and if not how i can get refunded because the payment is on my credit card slip which i received yesterday.

Open an Item Not Received Dispute, which is the default setting.

 

If the seller cannot prove that you have received the item, he is required to refund your payment. If he doesn't Paypal will, and go after him for their money. In addition he gets a black mark on his selling account which may increase his fees, lower his placement in Search, restrict the number and value of items he can list, or even get him kicked right off the site.

 

Since you have already tried to contact the seller, just go straight to the Claim.
