Why can't seller change ebay invoice to lower shipping charge?

Won 2 auctions from the same seller and asked him to combine shipping.  He says he can't change the invoice in the "ebay system" and wants to email the invoice directly to me.  Does this sound right?

 ....they can adjust a combined fee .... i do it all the time to offer combined shipping ....not sure why they are telling you that. 😞

It is possible the seller adjusted the shipping but clicked on recalculate which resets the invoice to show the original shipping cost. Instead of recalculate, the seller need to click on preview to make sure the invoice is correct then send it and not recalculate it.

I don't know if that is it but the seller can adjust shipping on the invoice. It's done all the time.
