They're giving you both a chance, like the good moral human beings that we all are , to sort it out on your own first.
Would you prefer that they were biased against you from the outset?

Your view of a transaction may vary from the other party's view.
The seller thinks he shipped fast because the item was in the mail the same day. The buyer may think it slow because it did not arrive for two weeks/35 days.
The colour advertised is red. The buyer wants scarlet and the item turns out to be cherry.
The buyer is less capable than he thinks of powering up the laptop. The seller has no trouble with it.
The seller packs the china doll in a shoebox with newspaper wrapping. The buyer gets a broken doll.
These are cases where both are right.
In other cases, there is fault, and it is up to the members to show where that fault lies.

When a dispute is escalated, ebay or paypal should make a decision in either the buyer or sellers favor so that isn't neutral. What happened in your situation?
