Why ebay has free shipping option and then never sends the items? Is it a smart way to draw customer

I have lost the tryst with eBay by ordering two items which were never sent to me. really frustrating and wasted months on waiting on a fake transaction.

First off, stop purchasing items from China....

Focus on Sellers in Canada, USA, UK, Europe and Australia. EXLUDE the rest and you should have successful transactions going forward.

You have 30 days after the last estimated delivery date to file an "item not received" claim on eBay or 180 days after the date of sale if the payment was made using PayPal.

How many months?  If you paid with a PayPal account you can file a claim for Not Received for almost 6 MONTHS after you bought.  The PP Resolution Center is under TOOLS.  Try it now, you have nothing to lose.  If you used a credit card the Customer Service number will help you do a chargeback for items that don't arrive so there's always that.
