Why is eBay charging Canadians duty and import fees on duty free items as indicated by NAFTA,

An item may be duty free but still attract Canadian sales taxes. So there's that.
And the cost of shipping is related to the size and weight of the parcel, plus specialty services like tracking and insurance, not its value.
If your item was shipped under the GSP, there would also be a service fee of $4-$5 to the program for wrangling the parcel over the border.
Finally, if your seller did not specifically mark the item as being made in the USA (or Mexico or Chile or Canada, the other NAFTA signatories), the GSP will treat it as dutiable.
With the GSP the import charge appears before you actually pay. While it is helpful to watch out for the notice that the program is being used by the seller, you have a second chance at that later point.
This also brings up a point, if an item is not dutiable, but duty was mistakenly charged and paid, how does the buyer get that duty back from CBSA/ Revenue Canada?
