Hi, that is kind of a vague question, can you be a bit more specific? Are you getting a specific error message? There can be buying limits for new ebay members, see here:

And there can be other Seller specific restrictions ( blocking buyers with unpaid item strikes, who don't have a paypal account, who don't live in a country they ship to ....)
