I didn't see any purchases of $1,000 in your bidding history. Was this an ebay transaction? If not, there is nothing ebay or paypal can do for you.
If this was an ebay transaction (perhaps a priviate listing), file an item not received dispute or not as described dispute within 45 days of end of sale.
I would have been nice if you had provided more details as to what too place with the transaction.
Non payers should get unpaid item strikes and be added to block bidders lists. Period.

If this was not an eBay transaction, but you did use Paypal to send the payment, go to the PP site and file an Item Not Received dispute in their Resolution Centre. PP 's coverage for non-eBay transactions is almost as strong as for eBay transactions.
If you paid with a direct credit card transaction, go to the customer service number on the back of the card and ask about a chargeback.
If you paid by cash, personal cheque, or money order, you got suckered.
