accepting bids

Do I have to accept a bid that is too low or can a final bid be rejected for that reason?

You should start your listings at the minimum price you are willing to sell for.

You cannot accept or reject bids based on the amount. You can decline an offer on a Best Offer listing if you feel it is too low but you can't rejects bids because you think they are too low.

Non payers should get unpaid item strikes and be added to block bidders lists. Period.

The opening bid you set is the lowest bid any customer can make. So no bid is 'too low".

Keep in mind that you only see the high bid. The customer's maximum bid is hidden and will only be revealed as other lower bids come in.

Most bidding happens in the last few moments of the auction.

If you do not want to sell for the amount currently showing, you can cancel the bid now. Remember you don't know the high bid, and you will never see that angry customer again. Then and only then can you cancel the entire auction and start again, with a more acceptable starting bid.
