a person won a item from me & it's almost a month without being paid for item. i haxe e-mailed them to ask if their interested but got no responce.

Oh my goodness you've been overly patient!

 

An "Unpaid Item Case" can be opened against a buyer after 4 days of non-payment. It seems this buyer has no intentions of paying after a month and you've allowed them to get away with it with your goodwill.

 

I believe you're still able to open the case. Do so NOW! 😉

You have only 32 days after the listing ended, so if there is time left, yes, do it now.  The following link will tell you about it:

And then add the deadbeat's ID to your list of blocked bidders.  I doubt he would ever bother you again anyway, but you never know.  You can do it here:

Once the unpaid item dispute has been opened,you can close the dispute as soon as 4 days after opening it. If the buyer doesn't pay, do so and give the buyer an unpaid item strike.
