If shipping was free the seller automatically gets 5 stars for shipping cost. You can just rate the other stars.

i know that and i did that, the problem is it wont go through, always asking me to complete it, really sucks this system is

Generally the system allows you to fill in whichever stars that you want except for ones that qualify for 5 stars automatically. It shouldn't force you to fill in every one. Are you putting in a comment in the feedback field? You can't fill out the stars unless you write a comment as well.
