are listing fees for books and videos no longer going to be 5 cents?

I tried re-listing some books that were previously charged a 5 cent listing fee for fixed price, 30 day. Now the charge is 50 cent. is the 5 cent charge in certain categories(books,video games,DVD) a thing of the past?
