While sellers and buyers have access to each other's Paypal IDs, after a payment has been made, if someone has a lot of transactions it can be faster to ask the other person for that ID than to search several dozen or even several hundred for the right one.
Sellers should NOT give their PP ID to a buyer before the buyer has paid. This is the first step in a common scam. The buyer can pay using PP directly from the eBay transaction page immediately, providing the seller has included the shipping and handling fees.
