You can ask for pictures if you want but be prepared to refund promptly If the photos verify that the item is indeed damaged. You can ask that the item be returned to you before giving the refund. Normally the buyer pays for return postage but you can decide to refund the return postage as well if the item was broken in transit.

It's a judgement call, there is no official way to do it.  Decide how you feel about it, the transaction, the person.  There are people who will tell you things arrived broken, demand a refund, and then steadfastly refuse to show pictures or even mail you back some of the shards.  Do you pack your items really well?  Only you will know what are the odds an item you packaged arrived broken. 

If you get pictures and it is cleary YOUR item which is broken, then yes, the thing to do is refund.  I know of one place overseas where they will only accept their item (all the pieces) back before refunding, because they have marked them so as to know if a dodgy buyer is 'swapping out'.  Haha, it's laughable in a way, - but obviously it must have become necessary for these people.

In my opinion it is not unreasonable to require some sort of proof before refunding.  An honest claimant will comply.

If the buyer wants a refund without having to return the item,it's up to you whether or not to comply. If your buyer decides to open an item not as described dispute over this item,PayPal will require that the buyer return the item with delivery confirmation at his expense. PayPal would issue the refund as soon as the delivery confirmation number shows that the seller has received the returned item.
