I have a buyer that wants a Return on an item that i clearly listed AS-IS many many times in the auction, and in the messages that were sent back and forth before and after the auction. i feel i met all of my requirements i feel, but they are wanting a refund as the item does not "work" as it is missing a dongle. i never listed that it had the dongle, i also put into all my listings that people are to research the items as we do not, and the only reason i know that there is a dongle missing is i researched it after the buyer started complaining that an item they bought AS-IS/Not working didn't work....
i know this person will give me a negative feedback because of this, and as a new seller account it would hurt quite a bit to be penalized because of someone elses inability to understand what an item sold AS-IS/For Parts is...
when they give me the neutral or negative feedback, can eBay remove the negative/neutral and will it hit my seller rating in the long run? i have heard of people with the negative feedback removed it still hits their seller rating and impacts their ability to hit TRS status, which is my goal with this account in the next year.

Take a deep breath.
Stop arguing. I hope you have not in fact been arguing with the customer. As you say, he holds the cards (potential for neg FB).
Politely tell him to return the item for a full refund.
You are not required to pay for his return postage. You can if you decide on receipt that your description really was lacking use PP's Send Money to refund all or part of the return postage. Don't make any promises on this.
When the item is returned and inspected, refund his original payment, including the original shipping.
Put him on your Blocked Bidder List.
Relist the item.
Or not,if the 'dongle' is an important part of the widget.
AS IS is always a tricky category since many of the buyers are putting in a nickel and expecting the dollar song.
But fighting won't convince him and could lead to worse circumstances than lost shipping costs and eBay fees.
And no it's not fair.

If the item were listed as Non-Working, for parts only, you would have a chance at winning a not as described dispute. Anything else, you lose.
Refund the buyer once you get the item back. Add the buyer to your blocked bidders list and do not list as As-Is if it supposed to be in working order.
I'm guessing it is the cartridges that the buyer is complaining about. You listed them as new. You cannot list it as new and then say As-Is in the description.

You listed it as New. They expected new. You sent broken.
