can a seller charge tax on items that are won on ebay

l was wanting to know l won an item. the item was a cost $91,00 with free shipping. l got the invoice and saw that l was charged a tax. l have never been charge for taxes. l talked to the seller and said that is the way it is, l looked at the write and didnt see anything about taxes. he was talking about customs. the seller is from Toronto Ontario and l am from Sarnia Ontario. there is no customs involved what so ever. l just want to know to pay the $91.00 with the free shipping or do l pay $91.00 + $11.83 TAXES WITH FREE SHIPPING. l didnt think there was extra taxes charged but l paid for the item and paid a totl of $102.83. Seller's Business # registered with Canada Revenue Agency should be on your invoice. If its not , ask for it. Denied # can be reported to CRA.

If you had purchased the same item from a US seller, you would in addition to the same sales tax, have paid a $9.95 service fee to Canada Post and possibly duty on the import.
