can a seller refund money back to buyer for no reason

I contacted the seller about shipping on Dec 7th and a reply was forwarded that day. I bid and won the auction on Dec 9th which was paid that same day. Received email on Dec 10 that item was shipped.  Received notice from paypal that my money had been refunded. An email asking if I would ship the money out for this item which was transaction #1XH20931W429095T. What do I do?

Hi ukrbargain.. Seller can refund for all kinds of reasons but should be communicating why.

 

Would i be correct that it is your Tennessee item. A new seller and anything is possible.

 

"Ship the money out" is a new one for me. If the seller is asking that you pay to a different  PayPal account , politely decline. Its possible that he is trying to bypass an eBay hold on your payment and would negate Buyer Protection.

 

Best to simply request that the transaction be cancelled.

 

A lot of speculation on my part.

Wait until you receive the item. Inspect it to see if it is acceptable. 

If it is acceptable, go to Paypal and repay the refund to the same email address. 

If it is not refundable, send it back. 

Neither you or he can ethically have both the money and the product. 

 

You have 45 days to open an Item Not Received Dispute. You have 60 days to leave feedback. Even more important to the seller than feedback are the Detailed Seller Ratings.
