He wins the auction, then when I tell him the shipping cost, he wants to cancel the shoes. Can he cancel or does he hafta pay for the shoes....I told him its not that easy to cancel..Tell me what I should..the funny thing is I don't even ship to his country but I agreed to ship as long as he pays for the extra shipping cost..Charlie

As stated, only the seller can cancel a sale, and that only with the permission of the buyer.

It’s called a Mutual Cancellation. This releases both parties from the transaction and gives the seller her FVF back.

But

Both parties can leave feedback. In this case, I suspect that you may have poisoned the sale by being awkward about cancelling on request.

 

Apparently the bidder asked about shipping to his country. Did you give him the cost as well as agreeing? The bidder may have been working with incomplete information. For example, he may have thought that overseas shipping was the same cost as shipping to the USA.

 

In this case I would not offer the MC, instead wait until the 4 days (96hours) are up, without further communication with the buyer, and then file an Unpaid Item  Dispute. This will also get your FVF returned and will block feedback. The buyer will get a Strike for not paying, but if it is the only one he gets this year, it won’t hurt more than his feelings.

 

In future, if you are asked to ship to an unusual destination, research the cost of doing so. And if a buyer tells you he is not paying, just go for the Mutual Cancellation without arguing.

 

Your time is worth 17 cents a minute at Ontario’s minimum wage. Don’t waste money.
