The only time I have been asked to reset my password was once early this year when eBay had a hacking attack. And I've been here since 2001.
EBay will always address you BY NAME, not as 'member' or by your eBay ID.
Watch for the 'https' in the URL. If it is not there, delete the email.
Send any email like this to spoof@ebay.com.
Run your anti-malware program.

EBay is saying the password you have chosen is not strong enough. If it is a very easy password such as ABC123 Ebay will tell you that the password is too weak. Ebay said that my original password was only MEDIUM so I changed it so that it would be difficult for others to figure out. For best results, choose a password that has a variety of letters and numbers etc Pick a strong password that is NOT your birthdate or phone number or something easy that others will know. I just joined ebay tonight and saw what you are talking about so thought Id try to help by answering.... Happy Shopping.
