ebay does not appear to protect their buyers adequately.  Their resolution center is just a bunch of online run-around. I think I'll go to amazon from now on.

June 30/13  I bought a product #221247088280 from Thailand, shipping stated to be 21-25 days.. 

July 1/13      I paid by paypal

July 18/13    I sent shipper an email declaring no receipt

July 21/13    Shipper sent an email claiming marked as shipped

Aug 18/13    I sent another email declaring still no receipt

Aug 19/13    shipper sent email asking if I wanted refund or re-send product

Aug 19/13    I emailed shipper to send the product that I purchased.

Sept 14/13   I sent a third no receipt of purchase email to shipper

Sept 16/13   shipper replied with apology for delay

Sept 18/13   shipper replied with promise to ship again with tracking

Oct 1/13        I sent shipper an email asking for tracking number

 

all emails went through ebay and after all this, it appears that this fraud artist has disappeared from ebay and I have heard nothing else.  Also, the product disappeared from my purchases list.  Only after giving the seller the benefit of the doubt in the early going (what with a 21-25 day shipping period claimed), did I learn of ebays pathetic 45 day limit on initiating a resolution case.  Purchasing from asian sellers is not compatible with only a 45 days limit.  Ebay keeps themselves well hidden through their website as far as actually getting ahold of anyone.  This was not a big dollar purchase thanks goodness, but it has been an eye-opener in dealing with ebay who appear to protect their sellers more than their buyers.  I'm going to Amazon.

July 21/13    Shipper sent an email claiming marked as shipped

What the seller should have sent, if he had it, was the Confirmation of Delivery number. Shipping doesn\t count only proven delivery. Without a DC number the seller has effectively no choice but to refund.

Aug 18/13    I sent another email declaring still no receipt

By which time,  you had missed the deadline of 45 days from purchase to start an Item Not Rrecieved dispute with eBay.

 

Every other thing you did was pointless, since you were not following the normal posted Dispute process.

Had you filed before Day 45 (probably August 15 ), if the seller did not refund you, Paypal would have done so from their own pocket, and gone after the seller for the money.

 

If you backed your Paypal account with a credit card, you can try to use their Chargeback system to get a refund, however, credit cards also have deadlines, albeit longer than that of PP/eBay.
